Fox has gained confidence from catching and consuming the gingerbread man earlier in the day, but is of course still hungry.  From the fox's point of view the fish is already in the bag.  From my point of view he should have eaten the fish first and then had the gingerbread man for dessert.  The fish's thoughts are unknown.
